Negligence Per Se: The Power of Local Leash Laws

Most municipalities in the San Gabriel Valley—including Alhambra, Monterey Park, and Arcadia—have strict leash ordinances. Under California Evidence Code § 669, if a dog owner violates a local leash law and that violation leads to an injury, the owner is presumed to be negligent.
